Objective of role
As Energy Management Officer, you will play a key role in shaping the Councils’ energy management strategy. You will help ensure effective utility management across council estates, support the drive toward improved energy efficiency, and deliver projects that contribute to wider sustainability and climate change objectives. Your work will directly support the Councils’ ambition to achieve operational efficiency, cost savings, and environmental responsibility.
This role will play a critical part of delivery of the Councils’ climate change targets. You will assist with the delivery of actions and objectives set out in the Richmond Climate Emergency Strategy and the Wandsworth Environment Strategy to support the creation and promotion of sustainability activities and tools aimed at transforming operations within the Councils to achieve real sustainability change.
About the role
In this role, you will:
- Manage contracts for energy provision, metering, billing services, solar PV/thermal systems, and electric vehicle charging points.
- Lead on collecting, analysing, and reporting complex sustainability and energy data, ensuring accuracy and insight for senior management.
- Audit and challenge supplier invoices, resolve discrepancies, and ensure timely, accurate processing of energy and water bills.
- Act as the main point of contact for communal utility queries, liaising with suppliers and stakeholders to resolve issues.
- Monitor contractor performance, develop KPIs, and ensure compliance with contract conditions.
- Prepare monitoring reports to align billing with usage and meter data, and provide information for FOI requests.
- Support funding applications for energy efficiency projects, ensuring compliance and robust data analysis.
- Build strong relationships with internal colleagues, suppliers, and external partners to deliver continuous improvements in energy management.
Essential Qualifications, Skills and Experience
You will need to demonstrate:
- Awareness of energy and climate change issues, with the ability to lead on energy management projects and provide sound advice.
- Up-to-date knowledge of energy-related environmental issues.
- Experience working in a busy environment with tight deadlines.
- Strong technical proficiency in Microsoft Excel and Word, including use of formulas for data analysis.
- High-level interpersonal and communication skills, with the ability to negotiate and influence at all levels.
- Strong organisational and time management skills, with the ability to manage competing priorities.
- Ability to interpret data, produce accurate reports, and reach evidence-based conclusions.
- A relevant degree/diploma or equivalent experience in energy, sustainability, or environmental management.
