Job Title: Social Value Monitoring Officer

Salary Range: £35,094 - £42,525 per annum  

Permanent Fulltime

Location: Wandsworth Town Hall (Hybrid)

Objective of role  

As the Social Value Monitoring Officer, you will lead on monitoring and managing Social Value commitments made by successful bidders within the procurement processes, forge strong relationships with key internal and external stakeholders, develop guidance and training, and support (& deputies for) the Policy & Governance Manager in their work to drive Council Policy through Procurement. You’ll produce reports, develop case studies, maintain web pages, and use your own initiative to drive quality improvements. Variety will be the name of the game, as you work on initiatives to support tackling the climate emergency, supporting the local economy, and helping to develop the voluntary and community sector.

About the role 

The Better Services Partnership Shared Procurement Service provides a combined procurement service to both Richmond and Wandsworth Councils.  The Councils operate a fully centralised procurement service with an established team of procurement professionals. 

The Social Value Monitoring Officer role is a key post within the Procurement Policy and Governance team. This team has an ambitious and innovative remit to use procurement as a tool for implementing broader Council policy objectives and providing better outcomes for the places and communities we serve, viewing procurement as a ‘golden thread’ running through all services the Council provides.

As Social Value Monitoring Officer, you’ll help to extract the maximum value from each pound spent by the Councils – ensuring local employment, carbon emission reductions, improved skills for young people, supporting the local economy, and helping to develop the voluntary and community sector. When these Social Value commitments are delivered, you’ll use quantitative and qualitative analysis to create case studies and reports, and generate dashboards within our e-procurement system, to demonstrate the impact of Social Value to a variety of key stakeholders.

Essential Qualifications, Skills and Experience

Knowledge of best practice as it relates to public sector procurement, for example, Social Value and Climate Change. 

Experience in developing relationships and influencing both internal and external stakeholders.

Aptitude at creating reports, presentations, and case-studies.

Strong organisational, administrative, and interpersonal skills.

A real passion for and understanding of the role Local Government Procurement can play in driving policy objectives and improving resident outcomes.
