We are looking for a Waste and Street Cleansing Contract Officer to join the Waste and Street Cleansing team in Richmond Borough.
- You will be a motivated person who strives to make a positive difference in waste and recycling and street cleansing services.
- You will have proven contract monitoring skills and experience of dealing with contractors and support the procurement of related services.
- You will be comfortable speaking directly with residents, council members, external and local bodies and politicians.
- You will approach each situation in a calm way, while evaluating the best approach.
- You will understand the balance between service delivery and the achievement of positive outcomes.
You will be proactive, keen to get out and meet people, working with the council’s external contractors to ensure the collections and cleansing services are highly performing. You will be responsible for monitoring the waste and recycling collections and street cleansing performance and working with the contractors to improve services where required.
Home working is permitted subject to operational requirements and in accordance with Council policies, and equipment will be provided to enable this. However, you will also be required to be present in the borough to monitor services and to travel between locations to conduct site visits. This may also involve early morning or evening site visits to monitor services.
This role is a permanent position, and you will be part of a small but friendly waste team within a large workforce, most of which serves both Richmond and Wandsworth Councils.
Objectives
Your main objective will be:
- Oversee and monitor performance management, quality assurance, contract monitoring, business information and information governance for management of the waste collection and street cleansing contracts.
- Investigate problems and performance failure by a contractor and institute remedial action and respond to enquiries and complaints.
- Undertake a range of duties to provide excellent service delivery from our contracts that deliver services to all households in the borough.
- Support the service to build on its success and bring new experience, knowledge and ideas into the role.

About the role
Be responsible for waste and recycling and street cleansing contract in Richmond Borough.
You will be required to support the delivery of ambitious plans to improve services for residents.
To develop and maintain good working relationships with contractors and stakeholders and to ensure that waste and street services provided are in accordance with the contractual agreements and specifications
To maintain regular and close liaison with the Inspection and Enforcement team for seeking assistance and support with inspections and monitoring.
You will be welcomed into a service area which delivers a range of waste and street cleansing related contracts and associated services.
You may on occasion be required to work outside of normal office hours (e.g. early mornings, evenings or weekends) if required
Essential Qualifications, Skills and Experience
- Experience in contract performance monitoring
- Knowledge of local authority waste and recycling management standards and procedures
- Experience of working with contractors, customers and stakeholders to improve service outcomes
- Excellent written and verbal communication skills
- Experience of resolving problems and answering queries and complaints at all levels
- A full UK driving licence and/or be able to travel to sites borough wide on a regular basis.
